It appears the ISP is blocking outside download from
the TFTP Server. There is a Work around for this. Go
to //192.168.100.1 and click "ADDRESES" at
the top of the page, Look for an entry that says
"HFC IP ADDRESS" change your IP to this value and
and you default gateway to 192.168.100.1 then try
again. This will trick the TFTP server in to thinking
your the modem asking for the file :)

이렇게 나오는데 어쩔수없이 2단계에서 막혀야하나요?
